In the Philippines, you can have a civil wedding or a church wedding. A marriage license is required for both, but if you decide to have a church wedding, there will be more requirements, and these can vary depending on the church. 

Civil Wedding Requirements in the Philippines

  • Marriage license - Note that this is only valid for 120 days. If it expires before your wedding, you need to apply for a new one. You must apply for this in the local civil registrar’s office in the city or municipality where one or both parties reside or where the wedding will be held. For your marriage license application, you will need the following:

    • A certified true copy of the birth certificate of both parties

    • For Filipinos: A Certificate of No Marriage Record (CENOMAR) from the Philippine Statistics Authority (PSA)

    • For foreigners: A Certificate of Legal Capacity to Contract Marriage. The requirements for this vary per country, so it’s best to check with your embassy. Please note that any foreign documents not published using Roman characters must come with a translation authorized by the corresponding embassy.

    • For applicants previously married but are now widowed: A copy of the deceased spouse’s death certificate

    • For applicants previously married but are now divorced or annulled: A copy of the Court Decision and Absolute Decree of Finality from the Court

    • For Filipinos: Community Tax Certificate or Cedula

    • For foreigners: Valid passport

    • Two 2x2 colored photos of each party

    • Two valid government IDs of each party

    • A Certificate of Attendance of the Family Planning Seminar and Marriage Counseling. For those 24 years old and below, a Certificate of Attendance of the Family Counseling Seminar is also required.

    • An accomplished Marriage License Application Form

    • A photocopy of the documents mentioned above

    • Payment of the Marriage License Fee

    • Other documents that may be required by the local civil registrar’s office

    • Please note that if approved, your marriage license will be released on the 11th day after a 10-day posting period, which will allow interested parties to contest the legal union.

  • Marriage Celebrant / Solemnizing Officer - In the Philippines, couples can be married by a municipal or city mayor, a judge, or a religious leader. Strictly speaking, a civil wedding is solemnized by a government official, but recently, it has also come to mean a wedding celebrated outside religious sites. While the Catholic Church does not allow church weddings solemnized outside their church, some religions may allow it, and your marriage can be solemnized by other religious leaders. However, they must be registered with the civil registrar general. You can check the validity of a solemnizing officer’s registration by checking the PSA’s Solemnizing Officers Information System.

  • At least two witnesses of legal age (18 years old and above)

  • Pre-Cana Seminar Attendance - This is similar but different to the Family Planning Seminar and Marriage Counseling that you need to attend for your Marriage License Application. Those having a church wedding need to attend both.

  • Marriage Banns - This church notice announces your upcoming wedding. This public announcement will be posted for three consecutive Sundays.

  • Other additional requirements that your parish may require from you.
